The ENACT project, submitted on September 4, 2025, is a consortium of 25 members. Among the members representing the Czech Republic are the statutory city of Liberec and the Information Technology Administration of the City of Pilsen.
Cities are home to the majority of the world’s population and generate over 80% of global GDP. Yet, rapid urbanization brings mounting challenges, from congestion, pollution, and rising carbon emissions to inequity and exposure to natural disasters such as floods and storms. Digital Τwins (DT) have emerged as a promising response, enabling data-driven planning and citizen engagement, but their development remains premature. Current efforts are fragmented and challenges remain to make DTs an appealing and user friendly tool for those using and developing services, to foster citizen participation so as to avoid broader disparities and increasing the digital divide.
ENACT will address these gaps by developing a scalable, human-centric, AI-powered Digital Twin platform enriched with 3D visualization and VR capabilities. The platform will function as a dynamic sandbox where local authorities can simulate, compare, and validate urban planning scenarios, optimize resource allocation, and engage stakeholders through participatory tools. Smart Living Labs will bring several actors together (citizens, decision makers, urban planners, city experts), supporting multi-level and cross sector collaboration while ensuring that ENACT’s “solution of solutions” is aligned with real-world needs. Close collaboration with EU initiatives will reinforce synergies and foster reuse of open assets across Europe.
The project will be validated in eight cities across six countries through table-top exercises and large-scale demonstrations, culminating in a mega pilot in Athens, aspiring to create a ready to market solution. Training, capacity building and replication activities will ensure wide dissemination and uptake. With a highly experienced consortium spanning research, SMEs, industry, cities, ENACT is well-positioned to deliver an impactful, sustainable, and replicable platform supporting Europe’s transition towards climate neutral, resilient, and inclusive cities.
